I have recently retired from the World Bank where I held Regional and Global Director positions in the areas of water resources management, water utility reform, climate resilience, food systems and food security, agriculture and irrigation, environmental management, social inclusion, and urban development in virtually all regions of the globe. My recent area of focus, within the broader context of environmental and economic development, has been the practical transition from a parasitic to a mutualistic development paradigm, with an emphasis on operationalizing the circular economy through policy, technology and financial innovation and strategy development. Particular areas of interest and experience include water-scarce cities, governance and institutional reforms in irrigated agriculture, food security and social inclusion, and the interface of private and public solutions to public goods challenges. My publications include several World Bank reports on issues of microfinance, agricultural finance, and natural resources policy, as well as co-authored journal articles and book chapters on similar topics.
