I specialised in policy implementation planning, for which an awareness of resource constraints and preconditions for sustainability was (a) essential and (b) unpopular with my beneficiaries. (One minister in a certain country had me dismissed from my post for daring to suggest that he lacked the resources to implement his national environmental strategy.) In particular I addressed water and environemntal management policies and implementation strategies, also related trade aspects of two of the EU's free trade agreements (Moldova and Vietnam). Most of today's capitalist thinking is predicated - knowingly or not, makes no difference - on the false assumption that financial and other resources are unlimited. I am a passionate advocate of joined-up thinking and coherent policy. In my retirement I am a full-time composer and a trustee of two charities.
