In 2019 the county of Cornwall, in the South-West of the UK, declared a Climate Emergency and committed to bring more holistic thinking into Council decision-making.

Cornwall Council then created Cornwall's Decision-Making Wheel - adapted from the Doughnut - for use as a practical tool for assessing projects and policy developments.
