I am retired Director and Professor Emeritus at the Centre for Resource Management and Environmental Studies (CERMES), at the University of the West Indies (UWI), Barbados. My BSc in marine biology is from UWI, Jamaica, and my MSc and PhD are from the University of Guelph, Canada. I also worked with Fisheries and Oceans Canada, Food and Agriculture Organisation of the UN (FAO), the CARICOM Fisheries Programme, the Caribbean Conservation Association and as a consultant. I began working on Caribbean Fisheries in 1981. I have been working on national and regional ocean governance in the Wider Caribbean and elsewhere for over 20 years.
